2026 budget to scrap COVID-19 levy, no new taxes, military retooling, fiscal discipline to take centre-stage
The Minister for Finance, Dr. Cassiel Ato Forson, is set to present the 2026 Budget Statement and Economic Policy to Parliament on Thursday, November 14, 2025, at 2 pm.
According to reliable sources close to the Finance Minister, the budget will include the removal of the COVID-19 levy and no introduction of new taxes, while prioritising a major retooling of the Ghana Armed Forces.
The source says the government intends to build three new stadia, among others, to boost sports development
The budget is expected to outline the government’s revenue and expenditure plans for the 2026 fiscal year, with a strong emphasis on stabilising the economy and fostering sustainable growth under Ghana’s IMF-supported programme.
Key focus areas will include measures to tackle inflation, stimulate job creation, and boost local production capacity and fiscal discipline.
Ahead of the presentation, stakeholders such as business associations, labour unions, and civil society organisations have voiced high expectations, urging the government to prioritise social welfare, debt sustainability, and fiscal discipline.
The Speaker of Parliament, Rt. Hon. Alban Kingsford Sumana Bagbin, who announced the budget date in the House, has called for a thorough and constructive debate once the document is presented.
Parliament is expected to deliberate on the budget in the coming weeks, with approval targeted to enable implementation starting January 2026.
