Government rules out major public sector conditions of service renegotiations in 2026
The government will not undertake major renegotiations of conditions of service across the public sector in 2026, Vice President Prof Jane Naana Opoku-Agyemang has announced.
Speaking at the 2026 Annual Labour Conference in Ho, the vice president said although some progress has been made in improving public sector emoluments, the current compensation structure has come under considerable strain over time.
She explained that, as an interim measure, the government will implement targeted and modest adjustments to selected allowances while comprehensive reforms to the national emoluments framework are being finalised.
According to Prof Opoku-Agyemang, the temporary measure is intended to create the fiscal and administrative space needed to fully implement the new compensation framework.
She said the establishment of the Independent Emolument Commission is a deliberate intervention to stabilise the compensation system, strengthen institutional arrangements, and ensure continuity and industrial harmony.
The vice president reiterated that 2026 would not be a year for major renegotiations of public sector conditions of service, with government instead focusing on targeted improvements to selected allowances until the broader reforms are completed.
