Joseph Osei Oppong Brenya invokes RTI Act to demand disclosure on presidential staffers and ex- gratia payments
A former Director of the National Entrepreneurship and Innovations Programme, Joseph Osei Oppong Brenya, has formally exercised his right under the Right to Information (RTI) Act, 2019 (Act 989), seeking detailed disclosures from public institutions regarding presidential staffers and political appointees.
Citing Article 21(1)(f) of the 1992 Constitution, which guarantees citizens the right to access information held by public institutions, Mr. Brenya submitted a series of requests aimed at promoting transparency and accountability in public service.
Among the information requested is full disclosure of the annual salaries and grade points of all presidential staffers and political appointees under the Office of the President, as well as a comprehensive list of individuals occupying such positions.
He has also requested clarification on whether these appointees are entitled to ex-gratia payments at the end of their four-year term of service.
Additionally, Mr. Brenya is seeking disclosure of the total amount paid to Members of Parliament as ex-gratia for the 2021–2025 period, as well as details on any percentage salary increments granted to political appointees.
His request further extends to information regarding the appointment of Political Attachés to the Regional Coordinating Councils, including their roles, remuneration and the total number appointed.
Mr. Brenya, who is currently the Chief Executive Officer of the Anowuo Group, indicated that his action is grounded in the constitutional right of citizens to demand transparency in the management of public resources.
The Right to Information Act, passed in 2019, provides a legal framework for citizens to access information from public institutions, subject to specific exemptions under the law
