President Mahama tasks Brigadier General Forster Okae-Yeboah to lead nationwide flood mitigation campaign following devastating Accra rain

President John Dramani Mahama has appointed Brigadier General Forster Okae-Yeboah, the Director General of Joint Operations of the Ghana Armed Forces (GAF), to oversee a comprehensive, nationwide flood mitigation exercise.

The emergency operation is aimed at protecting lives and property while preventing further occurrences of the severe flooding that has recently impacted the country. The Context of the Devastation

The presidential directive follows a catastrophic climate and infrastructural crisis on Monday, 29 June 2026, when torrential rains triggered unprecedented flooding across the Greater Accra, Central, and Western regions. 

According to the Ministry of the Interior, June 2026 recorded the highest monthly rainfall total in Ghana since data tracking began in 1995, reaching a historic 593.2 millimetres.

The downpour on Monday alone generated 169.2 millimetres of water in a single day, completely overwhelming local drainage capacities.

The severe weather resulted in a heavy human and economic toll:

- Casualties and Displacements: The Ghana National Fire Service and emergency responders confirmed that at least 12 people lost their lives in the Greater Accra Region alone. Nationwide, the deluge displaced 38,802 individuals across 7,761 households.

- Inundated Hubs: Major transit points and economic centres — including the Kwame Nkrumah Circle, Kaneshie Market, Adabraka, Alajo, and Shiashie — were completely submerged.

- Severe Economic Shock: At the Odawna Garage, one of Accra's largest automobile repair hubs, more than 1,000 vehicles were completely inundated, threatening the livelihoods and training of roughly 1,500 apprentices.

- Emergency Rescues: The National Disaster Management Organisation (NADMO), the Ghana Red Cross, the military, and fire services deployed rescue boats to safely evacuate at least 470 stranded residents from high-risk zones.

The Mandate for the Joint Operations Taskforce

Faced with severe infrastructure stress caused by rapid urban development, built-over natural water basins, and blocked primary drainage corridors, the state is shifting toward a structural and tactical intervention strategy.

Under the command of Brigadier General Okae-Yeboah, the Ghana Armed Forces will coordinate engineering and joint operational teams across the country to clear critical waterways, assess vulnerable drainage catchments, and establish immediate defensive measures against continuing seasonal rain cells.
