Deputy Minister leads DACF-RFG monitoring mission in Volta Region
Rita Naa Odoley Sowah, Deputy Minister for Local Government, Chieftaincy and Religious Affairs, has led the annual monitoring mission for the District Assemblies Common Fund – Responsive Factor Grant (DACF-RFG) in the Volta Region.
The exercise comes in the wake of improved and timely releases of the District Assemblies Common Fund in 2025, which have strengthened fiscal predictability and planning capacity for Metropolitan, Municipal, and District Assemblies (MMDAs).
Conducted in partnership with the German Development Bank, KfW, the mission focused on assessing governance structures, financial management processes, and project implementation performance at the Afadzato South District Assembly in the Volta Region using the District Performance Assessment Tool framework.
The DACF-RFG model links funding access to performance standards, ensuring that increased financial transfers are accompanied by enhanced accountability, transparency, and improved service delivery outcomes.
Ms. Sowah emphasised that the mission aims to reinforce good governance and ensure that public resources are effectively utilised to benefit local communities.
