NDC Legal Director questions rationale behind leak of memo in case against former Signals Bureau Chief

The Director of Legal Affairs for the National Democratic Congress (NDC), Godwin Edudzi Tamakloe, has raised serious concerns about a leaked memo that has surfaced in the ongoing legal proceedings against the former head of the Signals Bureau, Mr. Kwabena Adu Boahene.
According to Mr. Tamakloe, the memo, authored by Mr. Boahene and reportedly addressed to the National Security Coordinator to explain expenditure decisions made during his tenure, was never intended for public circulation.
Mr Tamakloe, who is also the CEO of the National Petroleum Authority, raised these issues in a statement shared on his Facebook wall dated Tuesday, May 13, 2025
The document has, however, found its way into the media space, raising questions about the confidentiality of state communications and the integrity of the investigative process.
Commenting on the matter, the legal counsel for Mr. Boahene, Mr Samuel Atta Akyea, explained that his client’s intention in submitting the memo was to notify the current National Security Coordinator and prompt him to engage the Attorney-General and the Economic and Organised Crime Office (EOCO).
He argued that the prosecution was on a "slippery slope" by pursuing criminal charges without fully appreciating the operational context of Mr. Boahene’s actions.
In a new development, Mr. Boahene has reportedly been rearrested by EOCO, now in connection with procurement-related issues involving a network system for the Ghana Water Company Limited.
Mr. Tamakloe has urged transparency and adherence to due process, while also demanding an investigation into how sensitive internal documentation found its way into public view.
He added that such leaks could jeopardise fair trial rights and undermine public trust in state institutions.
