Government has launches SSNIT Membership Value Programme

The government has launched the SSNIT Membership Value Programme, an initiative aimed at providing immediate benefits to contributors and pensioners while strengthening confidence in Ghana's social security system.

Speaking on behalf of the Minister for Finance, Dr Cassiel Ato Forson, Deputy Finance Minister Thomas Nyarko Ampem said the programme reflects government's commitment to ensuring that Ghanaian workers enjoy security and dignity after years of employment.

"It is an honour to represent Dr Cassiel Ato Forson at this important function. He would have loved to be here in person, but his presence is required at the National Security Council meeting that is currently ongoing," he said.

Mr Nyarko Ampem commended the Director-General of SSNIT, Kofi Osafo-Maafo, and the Managing Director of Ecobank, who serves on the Ministry of Finance Advisory Board, for their roles in advancing the initiative.

He said the Membership Value Programme introduces a new approach to social security by allowing contributors to enjoy benefits during their working lives rather than only after retirement.

"The Membership Value Programme represents a fresh and forward-looking approach to social security. It recognises that the value of pension membership should not begin only at retirement, but should be experienced throughout a contributor's working life," he said.

He noted that the programme is being introduced at a time when the economy has shown signs of recovery, with stronger growth, declining inflation and improving investor confidence following government reforms.

"There can be no sustainable pension system without a stable economy. Equally, there can be no resilient economy without strong domestic savings mobilised through trusted institutions such as SSNIT," he stated.

According to him, SSNIT currently serves more than 2.1 million active contributors and over 260,000 pensioners.

"Behind every contribution lies an act of trust. Behind every pension payment is a promise kept," he said.

Mr Nyarko Ampem recalled that President John Dramani Mahama in March directed a comprehensive review of Ghana's pension system to improve adequacy, sustainability, coverage and value, with particular attention to workers in the informal sector.

He added that the President recently reaffirmed government's commitment to improving pensions in a sustainable and fiscally responsible manner as the economy continues to recover.

The Membership Value Programme will provide contributors and pensioners with access to discounts, services and other benefits through strategic partnerships without changing SSNIT's core mandate.

"Everyone benefits. Contributors enjoy immediate value while they are still working. Pensioners experience an improved quality of life. Businesses gain access to one of Ghana's largest and most trusted membership communities," he said.

He described the initiative as an innovation that would promote greater formalisation, deepen financial inclusion and strengthen collaboration between the public and private sectors.

Mr Nyarko Ampem emphasised that trust remains fundamental to the success of any pension system.

"Workers must trust that every contribution deducted from their salaries is protected. Pensioners must trust that their benefits will be paid promptly. Yet, trust is never automatic. It is earned through transparency, professionalism, accountability and the consistent delivery of value," he said.

He urged SSNIT to maintain high standards of governance, stressing that contributors' savings must always be managed prudently, professionally and in their long-term interests.

Concluding his remarks, he compared pensions to planting a tree.

"Pension is much like planting a tree. We do not plant it for today's shade. We nurture it patiently so that in the years ahead, it will provide security, protection and peace of mind," he said.

He added that the pension system must protect every contribution, preserve the dignity of workers in retirement and ensure that economic reforms ultimately improve the quality of life of Ghanaians.

Mr Nyarko Ampem congratulated the SSNIT Board, management and staff on the initiative and thanked Ecobank for its collaboration.
