Minister for Employment and Labour Relations Rashid Pelpuo has appealed to the Trades Union Congress (TUC) to rescind its ultimatum to government regarding the recently announced utility tariff adjustments, urging labour leaders to pursue dialogue rather than confrontational tactics.

Speaking on Thursday, December 4, 2025, Dr Pelpuo cautioned that labour negotiations should not be framed as threats or rigid demands, particularly on issues that required collaboration and compromise.

“That is not how we should conduct negotiations. When concerns arise, we shouldn’t issue ‘do this or else’ statements,” he said.

“Our doors are open. Let’s understand your concerns, determine what the challenges are, and work together toward a common solution,” he urged.

He said labour–government engagements must adopt a more constructive tone and called on the TUC to return to the negotiation table in good faith.

“The nature of our engagement must evolve,” he added.

His remarks follow the TUC’s strong opposition to the Public Utilities Regulatory Commission (PURC) decision to increase electricity tariffs by 9.86% and water tariffs by 15.92%, effective January 1, 2026.

The union has demanded a review of the 9% salary increase negotiated for 2026, arguing that workers could not endure higher utility costs under the current economic pressures.

The TUC has also threatened nationwide protests if government failed to reopen talks.

Dr Pelpuo, however, insisted that sustained dialogue was the only viable way to address workers’ concerns while safeguarding the financial health of utility companies.
