Ghana to conclude IMF debt programme next week – Ato Forson discloses
Ghana is expected to complete its International Monetary Fund (IMF) Extended Credit Facility (ECF) programme next week with the Fund’s Executive Board anticipated to approve the final programme review.
Finance Minister Dr Cassiel Ato Forson made the announcement while presenting the 2026 Mid-Year Budget Review in Parliament on Thursday, July 23, describing the expected approval as a major milestone in Ghana’s economic recovery efforts.
He said the successful completion of the IMF-supported programme reflects the country’s progress in restoring macroeconomic stability and implementing critical fiscal reforms.
Looking ahead, Dr Ato Forson disclosed that the IMF Board is also expected to endorse a 36-month Policy Coordination Instrument (PCI) which will serve as Ghana’s new economic reform framework.
Unlike the ECF, the PCI does not provide financial assistance.
Instead, it is designed to support countries that have overcome external financing pressures by helping them sustain prudent economic policies and structural reforms.
According to the Finance Minister, the new arrangement will reinforce macroeconomic stability, deepen investor confidence and support broad economic growth while demonstrating government’s commitment to disciplined fiscal management.
He explained that the programme will prioritise six key areas: maintaining fiscal consolidation, ensuring debt sustainability, improving transparency and public financial governance, strengthening monetary and exchange rate policies, safeguarding financial sector stability, and promoting economic diversification alongside inclusive growth.
Dr Forson expressed confidence that the transition from the IMF bailout to the PCI marks the beginning of a new phase in Ghana’s economic reform agenda, focused on sustaining stability and driving long-term development.
