Inside Ken Ofori Atta's detention centre in US
Former Finance Minister Ken Ofori-Atta is expected to spend possibly several days, at a detention centre in Virginia in the United States. He is being held at the Caroline Detention Facility, a site formerly known as the Peumansend Creek Regional Jail. The facility, once a regional correctional centre, has since been converted for use by the United States Immigration and Customs Enforcement (ICE) to accommodate immigration detainees.
Ken Ofori-Atta is among individuals currently detained at the centre under ICE arrangements, with the length of stay often influenced by contractual terms and population levels.

The Caroline Detention Facility is one of two primary ICE holding centres in Virginia, the other being the Farmville Detention Center. Both facilities have recorded persistently high occupancy rates in 2025, reflecting an overall increase in immigration detentions tied to tougher enforcement measures introduced under President Donald Trump’s immigration agenda.
Records cited by ABC 8 News and compiled by TRAC Immigration indicate that as of November 28, 2025, the Caroline facility was operating beyond its intended capacity. The average daily detainee population stood at 346, exceeding the centre’s designed limit by 10 individuals.

The facility has previously drawn scrutiny over its operations. A 2023 review revealed non-compliance with guidelines governing the Voluntary Work Program, including instances where detainees reportedly worked more hours than regulations allow.

During his stay, Mr Ofori-Atta will be housed alongside both criminal and non-criminal detainees. Current figures show that 120 individuals at the facility are categorised as criminal offenders, while the remaining 226 are classified as non-criminal detainees.
