NPP Minority demands full breakdown of GH¢10.92bn spent on Accra-Kumasi Expressway
The New Patriotic Party (NPP) Minority Caucus has called on the government to publish a detailed breakdown of the reported GH¢10.92 billion expenditure on the Accra-Kumasi Expressway.
In a press statement issued on July 16, 2026, the Road Sector Policy Committee of the NPP Minority said it had taken note of the 2025 Audited Annual Whole of Government Accounts published by the Auditor-General, which reported that GH¢10,916,912,468.56 had been spent on the project under the Government Priority Programmes.
The committee said the reported expenditure raises legitimate questions that require clear, detailed and transparent answers from the government.
According to the statement, as of June 25, 2026, it was publicly known that 89.5 kilometres, representing 50.9% of the proposed right-of-way on the Accra-Kumasi Expressway corridor, had been cleared by the Ghana Armed Forces.
It said the reported expenditure of nearly GH¢11 billion requires a comprehensive explanation beyond the general description contained in the Whole of Government Accounts.
The Minority therefore called on the government, through the Ministry of Roads and Highways, the Ministry of Finance and all implementing agencies, to publish a detailed expenditure report showing exactly how the GH¢10,916,912,468.56was spent.
The statement noted that public infrastructure projects are financed with taxpayers' money and that every Ghanaian has a constitutional right to know how such a significant amount of public funds has been utilised.
It added that publishing the expenditure details would strengthen public confidence, enhance fiscal transparency and demonstrate the government's commitment to accountability in the execution of major national infrastructure projects.
