The Office of the Special Prosecutor (OSP) has formally charged former Minister for Finance, Kenneth Nana Yaw Ofori-Atta, along with seven other former senior officials, with 78 counts of corruption and corruption-related offences. The charges were filed on the morning of Tuesday, November 18.

The individuals charged include:

Ernest Darko Akore, former Chef de Cabinet to the Finance Minister

Emmanuel Kofi Nti, former Commissioner-General, GRA

Rev. Ammishaddai Owusu Amoah, former Commissioner-General, GRA

Isaac Crentsil, former Commissioner, Customs Division, GRA, and General Manager, Strategic Mobilisation Ghana Ltd.

Kwadwo Damoah, former Commissioner, Customs Division, GRA, and MP for Jaman South

According to the OSP, Mr. Ofori-Atta will be tried in absentia, as he has not returned to Ghana after travelling to the United States.

The charges follow a detailed investigation announced by the OSP in October 2025.

At a press briefing on October 30, Special Prosecutor Kissi Agyebeng disclosed that the probe uncovered substantial evidence of serious financial irregularities involving top officials from the Ministry of Finance, the Ghana Revenue Authority (GRA), and personnel linked to Strategic Mobilisation Ghana Limited (SML).

Mr. Agyebeng had indicated that all implicated individuals would face charges before the end of November 2025, citing extensive findings of corruption and related offences.

“The outcome of the investigation is that the OSP will charge the following persons with various corruption and corruption-related offences before the end of November 2025,” the OSP said at the time.

The Special Prosecutor also emphasised the OSP’s intention to recover financial losses caused to the state by the alleged actions of the accused persons.

“As part of the process, the OSP will seek to recover the financial loss caused to the Republic from the persons listed above,” Mr. Agyebeng stated.

He further announced that the OSP will recover GHS125 million from Strategic Mobilisation Ghana Limited (SML).

This amount, he said, represents unjust enrichment and overpayment obtained “unfairly at the expense of the Republic.”

The charged individuals are expected to appear before the appropriate court as the OSP proceeds with prosecutions aimed at ensuring accountability and recovering misappropriated public funds.
