'Free SHS review critical' - ISSER
It is "critical" to review the free senior high school policy, the Institute of Statistical, Social and Economic Research (ISSER) has noted.
In its analysis of Ghana's 2024 budget expenditure plans, the Institute said: "A review of some aspects of the free SHS system is critical".
ISSER says there are fiscal and quality challenges that need re-looking.
The Akufo-Addo government introduced the free SHS policy in 2017.
It has increased enrolment aceoss the country.
However, the implementation has been bedevilled with accommodation and other logistical challenges which negatively impact the quality of learning and teaching.
Even Finance Minister Ken Ofori-Atta raised concerns about the wholesale nature of the policy and wondered if it could not be more nuanced to favour the poor.
Former President John Mahama has hinted at a review should he return to power but the government has fought that as a ploy to cancel the policy.
