Energy Minister reviews TOR’s 2025 performance, sets strategic priorities for 2026
The Minister for Energy and Green Transition, Dr John Abdulai Jinapor, has engaged the management of the Tema Oil Refinery (TOR) to assess the refinery’s performance in 2025 and outline strategic priorities for 2026 and beyond.
The engagement provided an opportunity for both sides to take stock of progress made over the past year and to align on clear, forward-looking actions aimed at strengthening TOR’s operational efficiency, financial sustainability and long-term value.
Dr Jinapor commended the Managing Director of TOR, Edmond Kombat, and his management team for what he described as strong and transformational leadership, particularly in steering the refinery through what he noted was a significant crisis inherited by the current administration.
According to the Minister, the commitment, resilience and focused leadership demonstrated by TOR’s management are beginning to yield encouraging results and are laying a solid foundation for the refinery’s future growth and stability.
He reaffirmed the government’s commitment to supporting TOR’s recovery and repositioning it as a strategic national asset within Ghana’s energy sector, in line with the broader green transition and energy security agenda.
Management of TOR, on their part, briefed the Minister on ongoing reforms, operational challenges and planned initiatives for 2026, expressing optimism about the refinery’s prospects as efforts intensify to restore full capacity and improve performance.
