Government confirms real identity of Russian suspect in non-consensual recording case
The Government of Ghana has officially confirmed the actual identity of a Russian national accused of luring Ghanaian women into his apartment and allegedly recording sexual encounters without consent using high-tech glasses.
Earlier reports circulating on social media misrepresented the suspect’s name.
During a meeting with the Russian Ambassador to Ghana, Sergei Berdnikov, Foreign Affairs Minister Samuel O. Ablakwa learned that the previously reported name, Vyacheslav Trahova, was not a real Russian personal name but a vulgar word in Russian.
Today, Communications, Digital Technology & Innovation Minister Sam George met the ambassador alongside Naa Momo Lartey, PhD, Minister for Gender, Children & Social Protection, and the correct name, Vladislav Luilkov, was officially revealed.
"This morning, together with my Honourable Colleague, Naa Momo Lartey, PhD, Minister for Gender, Children & Social Protection, we engaged the Russian Ambassador to Ghana. We had very fruitful deliberations where we presented information available to us with relation to Vladislav Luilkov – the Russian national who is alleged to have engaged in non-consensual recording of ladies," Mr George wrote on Facebook.
Mr George emphasised that the government is committed to ensuring Section 67 of the Cyber Security Act, 2020 (Act 1038) is upheld and that the rights and protections of Ghanaian citizens are enforced.
Acknowledging that Ghana and Russia do not have an extradition agreement, Mr George explained that the government, in collaboration with international partners, is taking steps to apprehend Luilkov once he leaves Russia.
"Working with the Ghana Police CID, we have activated international legal action through INTERPOL to ensure that once the individual sets foot outside Russia, we have a legal route to make him answer for his actions within Ghana," he said, underlining that his work is “For God and Country.”
