Former GRA Commissioner-General banned from holding public office for five years for procurement breaches

The Commission on Human Rights and Administrative Justice (CHRAJ) has imposed a five-year ban on former Commissioner-General of the Ghana Revenue Authority (GRA), Mr. Ammishaddai Owusu-Amoah, following findings of corruption, fraud, and procurement violations in connection with the supply of vehicles and logistics to the Authority.

According to CHRAJ’s investigative report, Mr. Owusu-Amoah was found culpable of breaching public procurement laws and engaging in irregularities that compromised transparency and accountability in the award of contracts.

The Commission further determined that his actions violated provisions of the Public Procurement Act (Act 663) and the Code of Conduct for Public Officers.

The investigation, which stemmed from a series of petitions and audit queries regarding GRA’s procurement processes, uncovered instances of inflated contract values, conflict of interest, and non-compliance with due process in the acquisition of vehicles and logistics.

In its ruling, CHRAJ concluded that the former Commissioner-General’s conduct amounted to abuse of office and breach of ethical standards, leading to the decision to disqualify him from holding any public office for a period of five years.

The Commission emphasised that the decision forms part of its broader mandate to promote integrity in public administration and ensure accountability among high-ranking officials.

CHRAJ also urged government institutions to strengthen internal control mechanisms and adhere strictly to procurement regulations to prevent similar occurrences in the future.

 

Mr. Owusu-Amoah is expected to refund any improperly received financial benefits as directed by the Commission’s ruling
