The Chief Executive Officer (CEO) of the Driver and Vehicle Licensing Authority (DVLA), Mr Julius Neequaye Kotey, has revealed that he rejected a GHS 4 million bribe from unnamed individuals seeking to obstruct the implementation of the new Digitalised Vehicle Registration Plate (DP) policy.

Speaking in an interview on Accra-based Happy FM’s Epa Hoa Daben show, Mr. Kotey said the bribe was intended to derail the policy, which is aimed at enhancing road safety, curbing vehicle-related fraud, and improving the integrity of Ghana’s vehicle registration system.

“I was approached by powerful individuals who wanted the project stopped, but I refused.

My integrity is priceless — I prefer to build a good name than chase wealth,” Mr. Kotey stated firmly.

The Office of the Special Prosecutor (OSP) has since taken note of the allegations and launched investigations to verify the claims and identify the individuals involved in the bribery attempt.

The DVLA boss reaffirmed his commitment to transparency and innovation, noting that the authority’s modernisation drive is transforming Ghana’s vehicle registration landscape.

The new RFID-enabled number plates — equipped with advanced security and tracking features — are expected to help combat vehicle smuggling, cloning, and illegal registration practices.

Mr. Kotey’s revelation has drawn public praise, with many commending his stance as a demonstration of ethical leadership within the public sector.

The incident also underscores Ghana’s broader efforts to strengthen accountability and integrity in governance, particularly in institutions at the forefront of digital transformation.
